What counts as a build server in this list?

Any server carrying the Build or Creative tag, or with build, creative or sandbox somewhere in the name. The list is filtered to those, then sorted by current players, so you are not scrolling through hundreds of vanilla servers to find one.

How do I find a build server that has not just wiped?

Sort by Next wipe and look at the Last wipe column. Servers marked resets are blank canvases on a short cycle, so you can join at any point and get a fresh map. Others hold their world for days, and the Last wipe date tells you how stale the existing builds are.

Why do build servers sit in the modded category?

Free resources, instant building and noclip are changes to the base game, so Facepunch requires the server to list itself as modded. That does not make it a cheat server. It is just the correct label for any server that gives you tools vanilla does not.

Do I need to download anything to join a creative Rust server?

Mostly no. Build and creative servers run standard Rust with server-side plugins, so the normal client is enough. A few add custom assets and will prompt a download when you connect. The server page shows the mod count if you want to check before joining.
